Financial Assistance Policy

The following is the National Lotteries Authority's Policy for Financial Assistance.

1.0 Application Guidelines

  • •All organizations or groups requesting financial assistance must complete the NLA Financial Assistance Application Form.
  • •Each application must be accompanied by a programme or project/event proposal which includes an itemized budget and supporting documents (e.g. invoices, itineraries, etc.) to substantiate the amount being requested.
  • •Each application must be stamped by the applicant and endorsed by the applicable governing body prior to submission to the Ministry of Youth Development and Sports.
  • •Each application must be endorsed by the Ministry of Youth Development and Sports for onward submission to the National Lotteries Authority.
  • •The completed application form must be submitted to the National Lotteries Authority at least six (6) weeks prior to the date of the programme or project/event for which funding is requested.

2.0 Processing of Applications

  • •Applications for financial assistance shall be considered by the Board of Directors.
  • •All applicants will be informed of the decision taken by the Board with respect to their requests within two (2) business days.
  • •Applications without requisite endorsements shall not be considered.

3.0 Categories for Support

Support may be provided for the following activities or projects:

Local, Regional and International
Sporting Engagements
Youth Engagements
Coaching
Seminars
Training
School Graduations / Interhouse Sports
District Track and Field Meets
Workshops
Equipment (Youth/Sports)
Cricket and Football Leagues

Community projects/events undertaken by registered Youth and Sports organizations, federations, associations, non-profit organizations and Youth and Sports Councils.

4.0 Criteria for Eligibility

4.1 Endorsing Bodies

Applicants must be registered and in good standing with the following organizations:

4.2 Documentation

The applicant should provide the following:

  • •Constitution (if required)
  • •Proposal (including itemized budget)
  • •A calendar of activities for the current year
  • •List of persons travelling overseas to tournaments, training, youth and sports initiatives

5.0 Expectations

5.1The applicant MUST sign an agreement upon receipt of financial assistance.
5.2The applicant is expected to promote the National Lotteries Authority before and during the event/project/programme as well as agree to participate in NLA promotional activities.
5.3
The applicant must provide a written report within two (2) weeks after the completion of the event/project to the NLA, to include the following:
  • – Income and expense report with supporting documentation
  • – Assessment of the event/project
  • – Boarding passes
  • – Results
5.4Funds should be used for intended purposes only. Unused funds MUST be returned to the NLA.
5.5Individual, private, and personal requests WILL NOT be considered.

6.0 Grant Funding (Good Cause)

6.1 Who Can Apply?

To be eligible for this Grant, the following must apply:

  • •Must be a registered non-profit group or organization in St. Lucia
  • •Project must take place within the year that grant will be given (April to March)

6.2 What Will Be Funded?

Based on the aim of the project, the following could be considered:

  • •Projects that can benefit the community where the project takes place
  • •Projects that create a positive image of the community, the NLA and CBN
  • •Projects that provide a safer, cleaner and/fun environment for all
  • •Projects that assist with the engagement of community youth in positive extracurricular activities
  • •Projects that develop youth and sports in the communities and/or Saint Lucia as a whole

6.3 How Can One Apply?

Refer to NLA's Financial Assistance Policy Application Guidelines (section 1.0 above).

⚠️ Failure to provide a financial assistance report may disqualify the applicant from receiving future financial support.
